Am looking to get Targetmaster Hot Rod reissue and WST Hot Rod. How much should I be expecting to pay for these so I know what kinda price they should be?

Well the Reissue Target Master Hot Rod can be found for about £30, and the WST one in the replica box can be found for about £25 or less.

Why is WST Hot Rod so expensive when it's so tiny? Megatron and Optimus Prime only cost me a pound each when I bought them a couple years ago.

WST Hot Rod has been a limited release both times he was made available. The first time he was a shortpacked/ chase figure in wave 2.5 and the second time he was only made available with THS Optimus Prime (which is the one Xybertoys is selling, although seperate from THS Prime).
